Press Release: City of El Paso Engages Consultant for Comprehensive Animal Shelter Assessment

EL PASO, Texas—As part of its ongoing commitment to improving animal welfare in the community, the City of El Paso has hired an independent consultant to conduct a comprehensive assessment of El Paso Animal Services.

“Although El Paso Animal Services has undergone independent reviews in the past, the most recent shelter assessment was completed in 2021,” said Terry Kebschull, Director of El Paso Animal Services. “The field of animal welfare continues to evolve, and it is essential that our programs, services, and operations keep pace with industry best practices.”

The City has selected Shelter Savvy, LLC, to lead the assessment. The consultant will conduct an operational review of current programs and services, identify service gaps, evaluate community impact, and provide recommendations for continued improvement.

The assessment will be guided by standards and best practices established by leading national organizations, including the National Animal Care and Control Association (NACA) and the Association of Shelter Veterinarians (ASV).

 

This initiative reflects the City’s proactive approach to ensuring high-quality care for animals and strengthening community trust through transparency and continuous improvement.
