OCTOBER 30, 2020

El Paso Animal Services has extended the Pet Pantry program to assist families in need of home delivery service due to pending or positive COVID-19 results. If you have tested positive or pending results for COVID-19 and you are in need of pet food, please complete this request form for home delivery. Home delivery of pet food is reserved only for those who are quarantined due to their diagnosis or pending diagnosis. If you are in need of pet food delivered to your home, please submit a request online.

The COVID-19 Pet Food Home Delivery is not available at this time, please reach out to our Pet Resources team for more information on curbside pickup.

AUGUST 31, 2020

Starting Tuesday, September 1, El Paso Animal Services will begin Phase One of the department’s reopening plan.

Over the next several weeks, Animal Services will re-establish portions of the programs and services that were suspended in March to follow health and safety guidelines. In Phase One the Animal Services Center will remain closed to the public and services will be available by appointment only.

Phase One will include the Community Cat program. Community cat intake can be scheduled by appointment online, and drop-offs will be assisted through contactless curbside service. Cat trappers will need to schedule an appointment for drop-off and notify the Community Cat Coordinator of their intent to trap when they make an appointment. Animal Services Field Officers will also continue to respond to calls for sick and/or injured animals, quarantine/bite investigations, traffic hazards, vicious, aggressive and loose dogs, as well as standards of care checks, permit inspections and cruelty or neglect investigations.

The community is encouraged that if they find a friendly, healthy lost pet, to fill out a Found Pet Report at www.elpasoanimalservices.org/foundpetresources. Animal Services will continue to assist finders with information and resources that will help reunite lost pets in their neighborhood.

Pet reclaims, adoptions, fosters and pet pantry services will continue to be facilitated over the phone and by curbside service. All visitors will be required to wear face coverings.

City of El Paso Animal Protection Officers are responding to calls for sick and/or injured animals, quarantine/bite investigations, animals in danger, traffic hazards, vicious and aggressive animals, as well as standards of care checks and cruelty or neglect investigations. 

If you find a healthy, friendly stray pet, visit our Found Pet Resources page to fill out a Found Pet Report. This page will also give you locations of where to take the pet to get scanned for a microchip, and other available resources to help you in reuniting the pet with its family. 

The Animal Services Center will remain closed to the public, however adoption, foster, pet reclaim and pet pantry services are still available via telephone and curbside service.

Our statement on why the El Paso Animal Services facilities are and will remain closed until further notice…

“El Paso Animal Services facilities have been closed to the public since March 19 as part of the City of El Paso’s efforts to combat the spread of the COVID-19 virus. Despite the facility closure, the department continues to provide essential services, but it has resulted in several operational changes, which are focused on preventing community gathering, promoting social distancing, and adhering to the countywide “Stay Home, Work Safe Order.” This order was issued by the local Health Authority who is leading our region’s efforts to protect the health and safety of our community. The order calls for the public to remain at home, and only allows for essential services to continue if they follow certain health and safety measures.”

First, we want to say THANK YOU to our community that stepped up wanting to help us during this challenging time! We had so many members of the community answer our plea, and we are still continuing to answer the over 400 applications to adopt and foster that we received this week. If you submitted an application, please know we did not forget about you! Our team is still working to respond to the calls, emails and applications we have received, and we ask the community to be patient with us—we will reach out to you soon!

In an effort to keep our staff and community safe, while also continuing to save lives during the “Stay Home, Stay Safe” order, El Paso Animal Services has transitioned to providing delivery services for those interested in adopting or fostering, or those needing to reclaim their lost pets from the shelter. 

For anyone interested in adopting or fostering, EPAS will continue with virtual adoption and foster counseling.

To adopt, please visit our website to view our available pets. Once you identify 2-3 you might be interested in, please email the pet ID numbers along with your contact information to epasadoptions@elpasotexas.gov. An adoption staff member will be in contact with you for next steps.

To foster, please fill out the application online at bit.ly/EPASPlea. If you have already done so, please continue to do the following: 

      • Once you finish the application, head over to our website to identify 2-3 pets you’re interested in fostering. We also posted a few Facebook live videos the last few days highlighting some of our pets as well that you can refer to.
      • Once you identify a few pets you might be interested in, please email those ID numbers, along with your contact info to epasfoster@elpasotexas.gov. Our foster team will then be in touch to do the foster counseling over the phone and schedule delivery of your foster pet.
      • While you’re waiting through this process, please also take the Adult Dog Foster Orientation online here: bit.ly/EPASDogFosterTraining

If you’ve lost a pet, please continue to check our website and Pet Finder Map to see if the pet has been found or at the shelter. If you think a pet on our website might be yours, please call us at (915) 212-8741 or email epaslostpets@elpasotexas.gov for further instructions on how to reclaim your pet and schedule delivery. 

Can’t foster or adopt? Please consider donating! With sending hundreds of pets into foster care, we are quickly running out of supplies. Our Pet Food Bank, which runs on donations from our community,  is also helping families in need during this challenging time. Donate from the comfort of your home with our Amazon Wishlist. Donations will be delivered straight to us without you having to leave your home!

Beginning March 24 at 11:59 pm, the City of El Paso will be on a “Stay Home, Stay Safe” order. Because of this, today is possibly the last day El Paso Animal Services will be able to send pets for adoption or foster. In an effort to send as many pets to foster or forever homes, today we will be open until 7 pm.
WE NEED TO SEND AS MANY PETS HOME TO FOSTER CARE AS POSSIBLE! Please sign up to be a foster through the following steps:

Beginning tomorrow, March 19, 2020, El Paso Animal Services will close its doors to the public in an effort to promote social distancing, combatting the spread of the Covid-19 virus. The facilities affected include the Animal Services Center (5001 Fred Wilson), Mission Valley Adoption Center (9068 Socorro), and Field Services Building (4501 Hondo Pass).

The public closure will result in several operational changes that will allow Animal Services to provide certain services on a limited or emergency basis:

Operational Changes:

  • Animal Protection Officers will only respond to high-priority calls. This includes: EPPD/EPFD assistance calls, sick and/or injured animals, cruelty, neglect, rabies, quarantine/bite investigations, traffic hazards, and aggressive animals.
  • The department will not accept any stray animals from the public that are brought to the shelter or reported to 311.
  • Owner reclaims, adoptions, fosters, and pet pantry services will be facilitated by phone only and fulfilled by curbside service or home delivery.
    • For owner reclaims, dial 915-212-8741
    • For adoptions, dial 915-212-8705
    • For foster, dial 915-212-8732
    • For pet pantry, dial 915-212-8735

During this closure, the community is encouraged to help reunite lost pets with their owners by taking these steps:

  • Submit a “Found Animal Report” by calling 311.
  • Take the animal to any veterinarian, or emergency animal hospital to have the pet scanned for a microchip.
  • Post the pet as found on sites like Nextdoor, Craigslist and Lost and Found Pet pages on Facebook.
  • Hang flyers where the pet was found, as most pets are found less than a mile or two from their home.

THE FOLLOWING PROGRAMS WILL CONTINUE DURING THE CLOSURE, BUT ON A VIRTUAL AND CURBSIDE BASIS:

ADOPTIONS
All adoption fees will remain waived. We are encouraging adopters to check for Adoptable Pets via our website. Once you have identified 2-3 pets you’re interested in adopting, please call our Adoption line at (915) 212-8705, seven days a week from 11 am to 6 pm. Our Adoption team will be offering virtual adoption counseling and checking for adoption availability. Once you’ve selected a pet you’re interested in adopting, our Adoption team will provide further instructions on when and how you can schedule an appointment for curbside pickup. 

FOSTERS
If you are able to foster a pet for 2-4 weeks, please sign up to be an Emergency Foster here. Our Foster team is also offering virtual foster counseling by phone and curbside pickup of fostered pets and supplies by appointment. Call (915) 212-8732 seven days a week, from 11 am to 6 pm if you’re interested in fostering a pet. Our greatest need is for medium-large dog fosters. If you’re on extended break from school or self quarantining, now’s the perfect time to foster a pet in need! Fostering is completely FREE and we will provide all the food, supplies and medical care you’d need to care for your foster pet. 

FOUND PETS
If you find a lost pet, we are asking you to please hold onto the pet and make attempts to reunite them with their families to refrain from bringing them into the shelter. With our outcomes slowing, our shelter remains at CRITICAL capacity. Please file a Found Pet report online or by calling 311, hold the pet you found, post flyers in your neighborhood and post photos on Nextdoor and Lost and Found pages on social media. VOLUNTEERING
We are still in need of emergency volunteers to assist with various daily activities at the shelter. Animal care does not stop! We are encouraging anyone 18 years or older and younger than 60 (and those not in the high-risk population) to sign up to volunteer. Be assured that we are also implementing practices to keep our volunteers safe and healthy by implementing schedule-based volunteering to encourage social distancing.

All pet reclaim fees have been waived. If you are looking for your lost pet, please check our website and Pet Finder Map daily to see if your pet has been found. You can also file a Lost Pet report by calling 311 and providing your pet’s microchip or rabies tag number. If you believe your pet might be at the shelter, please call (915) 212-8741 seven days a week, from 11 am to 6 pm for next steps.

If you are able to help us, please consider donating! As more pets are going into foster care, and our efforts to help families in need during challenging times, we will be greatly in need of more pet food and supplies. As the COVID-19 situation is evolving rapidly nationwide, we need your help to continue saving lives now more than ever. First and foremost, The World Small Animal Veterinary Association states that there is no evidence that companion animals can be infected with or spread COVID-19. This is also the view of the W​orld Health Organization.​ We at El Paso Animal Services are taking steps to ensure that the shelter continues to operate safely in order to continue offering programs and services to our community, as well as continue to find lifesaving outcomes for our pets. We are fortunate that controlling disease transmission is familiar to our staff and volunteers, and our diligence in caring for ourselves by using good hygiene will also help our pets. However, our main focus at this point is on reducing the overall number of animals housed at the shelter. The reason for this is that the most likely impact is that intakes will increase while outcomes will slow, which is a predictable pattern that occurs any time people feel uncertain. Because EPAS operates at or near capacity, reducing intakes and maintaining outcomes is essential to avoid overcrowding in the shelter. Here are some of the ways YOU can help:

Adopt

We are waiving all adoption fees until further notice. There are still currently over 700 pets at the shelter, and even more in foster homes, looking for their forever homes. If you’re ready to add a member to your family, please visit us.

Foster

WE ARE MOST IN NEED OF MEDIUM/LARGE DOGS TO BE FOSTERED! We are asking families to open their homes for two weeks to a pet in need to clear up space in the shelter for incoming animals. We also have numerous transport flights coming up, and need pets fostered for a few weeks beforehand. We have set up a convenient Foster & Volunteer application online to get new fosters started. This is also a great opportunity for those that have extended school breaks, or those switching to online schooling and telecommuting. We are in need of more volunteers to assist us with various duties at the shelter, from walking dogs and enrichment, to data entry and admin support.
